The DAAD Helmut-Schmidt-Programme offers Masters Scholarships for Public Policy and Good Governance to exceptional graduates from developing countries.

The program allows them to pursue a Master’s degree in fields crucial for their home country’s social, political, and economic development at German higher education institutions.

Program Details

The scholarships cover various Master courses at German universities, including topics such as Social Protection, Development and Governance, Public Policy!

Peace and Conflict Studies, Management in Non-Profit Organizations, Development Studies, and Governance and Public Policy.

The courses have an international focus and are taught in English and/or German.


Candidates from Africa, Sub-Saharan Africa, Latin America, Asia and the Pacific, Western, Central, South-Eastern Europe, Eastern Europe, Central Asia & South Caucasus, and the Middle East and North Africa are eligible to apply.

Scholarship Benefits

Successful applicants receive full tuition fee exemption, a monthly stipend of 934 €, contributions to health insurance, travel allowance, research subsidy, and rent subsidies and/or allowances for spouses and/or children, if applicable.

A 6-month German language course is also provided before the study program, which is mandatory for all scholarship holders.

Application Process

Applications are submitted directly to the respective universities offering the selected Master’s courses.

The application period is from 1 June to 31 July 2023. Applicants must indicate their interest in the DAAD Helmut-Schmidt-Programme (Master’s scholarships for Public Policy and Good Governance) in their application.
